Contract: 12 Months (it could be extended depending on availability of funds)

Background
Puntland Youth and Social Development Association (PSA) is local non-governmental, non- profit organization established in 2002 by a group of enthusiastic young educated members of society and it is based in Puntland state – Somalia

In 2020/2021 Puntland Youth and Social Development Association (PSA) together with UNICEF and Ministry of Justice (MOJ) is implementing Diversion program that will respond to the needs of children in conflict with law in Garowe by ensuring there are structured and capacitated standard diversion program, the sole mandate will be to facilitate children’s involvement in addressing and resolving grievances by taking responsibility of their actions; vocational and educational opportunities; building healthy peer to peer relationships; community and family based support network, community awareness on diversion programme including engaging youth in mentorships programmes.

Key Responsibilities: 

The Diversion Officerwill be responsible but not limited to the following:

  1. Conducts needs assessment of the children
  2. Prepares Case Management files
  3. Maintains the integrity of the programme by creating an atmosphere of confidentiality
  4. Maintains accurate diary, records, minutes and account of Child Diversion activities within the centre.
  5. Evaluates intervention programmes through site visits and the provision of timely progress reports
  6.  Maintains communication with the project coordinator with respect to all activities in the centre
  7. Document children outcomes in all appropriate databases
  8. Assist in creating an evaluation and collecting data for reports
  9. Collaborate with other staff and maintain team work style, and maintain professional working relationships with clients or other outside agencies or contacts
  10. To contribute to the planning and delivery of individual and group work programmes for young people subject to statutory court orders and Out of Court Disposals.
  11. Operate as case manager
  12.  Undertake reviews of intervention plans and have an ability to develop new/revise action plans according to need.
  13. Provide day to day operational advice and guidance caseworkers and social workers, supporting their personal and professional development
  14. To maintain timely and accurate written and electronic records in accordance with case recording policy
  15. To attend and participate in team meetings and development days/workshops as required
  16. To undertake any duties as requested by the management team which are commensurate with the grade of the post.

 

 Skills required

  • BA or equivalent in Law,Social Science, Social Work, justice restoration related programs
  • Minimum 3 years of senior level experience in protectionprogrammes
  • Strong analytical and strategic policy development experience
  • Knowledge of and capacity to work on Office applications
  • Experience in participatory techniques and community mobilization
  • Knowledge and ability to speak Somali and English
  • Ability to work with a team and to operate as a team leader
