Background
Puntland Youth and Social Development Association (PSA) is local non-governmental and non- profit organization based in Puntland-Somalia.
In 2022, Puntland Youth and Social Development Association (PSA) in partnership with SHF is implementing ‘Strengthening Coordination and Self-Management of Drought Affected IDPs in Bosaso through Integrated Mechanisms’ Project in Bosaso district, the timeframe for the project would be 9 months (1st April 2022 – 31st December 2022)
In this regard, PSA / SHF is seeking a candidate to fill the position of 1 Project officer in Bosaso. This Project is a comprehensive, inclusive and integrated response that seeks to improve the living conditions, assistance, and protection of drought and conflict affected population and host communities by facilitating the equitable access to multi-sectorial services in Bossaso through effective Camp Coordination and Camp Management.
Position Profile
PSA’s CCCM Project Officer will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured, and dignified life.
This will require constant interaction with the camp community, coordination, monitoring and understanding the protection risks and challenges faced in the camp.
The CCCM Officer will also have an administrative responsibility of ensuring that CCCM staff and incentivized labour for their site are actively following their TORs and abiding by PSA’s Code of Conduct.
Duties andresponsibilities
- Coordinate/develop/update agreed response strategies and action plans for the cluster/sector and ensure that these are adequately reflected in overall the state strategies
- Involve all relevant partners in site needs assessment and analysis
- Identify gaps and duplications – assess, verify, and map emerging assistance needs and protection issues
- Map and track “who is doing what, where, when”
- Support selection, planning and development of communal settings in collaboration with, site planners and with national actors
- Ensure adequate monitoring mechanisms are in place to review impact of the cluster/sector and progress against implementation plans
- Ensure adequate reporting and effective information sharing to PSA program manager and amongst all partners including camp managers, sector leads, National/local authorities
- Ensure that CCCM responses build on local capacities, context specific strengths and national response capabilities
- Ensure appropriate links with national and local authorities, State institutions, local civil society and other relevant actors and ensure coordination and information exchange
- Promote the capacity building of relevant authorities, where deemed necessary.
- Organize affected population’s participation in communal setting governance and community mobilization, with particular emphasis on women’s decision-making role and on persons with specific needs (such as the elderly and disabled)
- Ensure transparent governance of communal settings and effective access to justice for residents that conforms to relevant human rights standards.
- Promote and support relevant CCCM training for NGOs, local government officials, camp managers and members of displaced and host communities
- Implement site closure strategies and ensure rehabilitation of areas formerly occupied by camps or collective centers.
- Ensure integration of CCCM elements into transition and early recovery Frameworks Coordination
- Ensure appropriate coordination with all humanitarian partners as well as with national authorities and local structures.
- Define the nature and extent of overlap and coordination between CCCM and other clusters/sectors particularly Shelter, Protection and WASH.
Qualifications needed
- Bachelor in Public Administration, Project management, Community development, or a relevant field. Master’s Degree in Public Administration or a relevant field would be an asset.
- Minimum 2 years of experience in international and/or local NGO; ideally involved in the direct implementation of field-level humanitarian assistance.
- Experience in community services, education, women empowerment, youth activities, protection, distribution, or registration.
- Proficiency in Somali and in knowledge of the other official languages in Somalia which are English and Arabic is required.
Expected competencies
- Demonstrated field experience working in camps or other communal settings
- Practical knowledge of the cluster approach
- Strong interest and motivation in inter-agency coordination
- Experience with strategic planning, funding mobilization and advocacy
- Demonstrated understanding of emergency programming, needs assessment and program monitoring
- Solid analytical and drafting skills
- Flexibility, diplomacy, leadership, cultural sensitivity and team-spirit are important personal features.
