Puntland Youth and Social Development Association (PSA) is a non-profit organization established in 2002, dedicated to promoting social-related activities and peacebuilding initiatives in Puntland, Somalia. PSA focuses on safeguarding vulnerable populations, advocating for human rights, and facilitating community-driven peace processes. Through partnerships with local communities, government agencies, and international organizations, PSA has played a pivotal role in fostering stability, resolving conflicts, and enhancing governance in the region. Its programs prioritize inclusivity, conflict sensitivity, and sustainable development to create a peaceful and secure environment in Puntland.
Project Background
PSA, along with its consortium partners is implementing the SSF III project in the border region between Puntland and Galmudug, an area that has historically experienced inter-communal and inter-state conflicts but is now witnessing a sustained ceasefire and increased cross-border cooperation. SSF III aims to build on this progress by supporting inclusive political agreements, addressing grievances, promoting democratic processes, strengthening local governance, and enhancing accountability between citizens and the state. The project is engaging key stakeholders including the existing peace committees as well as the government in broader peace-building efforts to reinforce conflict resolution and climate adaptation mechanisms and ensure their effectiveness in sustaining peace and stability.
The project is tackling several critical challenges, including recurrent inter-communal conflicts that threaten political settlements, the vulnerability of peace processes due to political divisions and external pressures and competition over resources exacerbated by climate change.
In this regard, the consortium plans to carry out an assessment to inform on the inter-relatedness/linkage of conflict and climate induced crisis areas, due a direct co-relation between climate and conflict occurrences in in the four areas of Puntland (Galkayo, Towfiiq, Galdogob and Xerajaalle) that are the origins or fuel conflicts. The activity shall assess indicators related to livestock migration and grazing corridors, disease surveillance
Enumerators will be engaged to collect primary data from target communities using structured tools and participatory methods, under the guidance of a lead consultant
Objectives of the Assessment
- To analyze the correlation between climate-induced events and conflict occurrences in Puntland.
- To assess the impact of climate-induced livestock migration, grazing corridors, and disease surveillance on resource-based conflicts with the aim of understanding how these factors intensify disputes over dwindling resources and Land.
- To evaluate the community-level perceptions, key stakeholder’s involvement and functionality of early warning and response systems to climate-induced crises.
- To assess the existing local conflict resolution, and climate adaptation mechanisms to analyze the effectiveness of traditional and institutional responses to resource disputes and climate-related crises.
Scope of Work
Enumerators will play a critical role in conducting field-level data collection using a variety of tools, including household surveys, key informant interviews (KIIs), and focus group discussions (FGDs). The information collected will contribute to understanding how climate-related stressors (e.g., livestock migration, droughts, grazing pressures, disease outbreaks) correlate with or exacerbate inter-communal conflict and competition over resources.
Enumerators will be responsible for the following tasks:
- Participate in a 1-day training session on data collection tools, methodologies, ethical research practices, and use of digital or paper tools.
- Review and become familiar with the questionnaire(s), checklists, and field protocols before data collection begins.
- Mobilize and engage local communities for participation in the study in coordination with the PSA and local authorities.
- Conduct household surveys, key informant interviews, and FGDs using pre-designed questionnaires or guides.
- Collect accurate, complete, and high-quality data in accordance with the study design and protocols.
- Document GPS coordinates or conduct participatory mapping, where applicable.
- Obtain informed consent from all respondents before beginning any interview.
- Ensure confidentiality, privacy, and dignity of all respondents are respected throughout the data collection process.
- Review collected data daily for accuracy and completeness before submission.
- Correct any identified inconsistencies or errors in consultation with the field supervisor.
- Flag and report any unusual findings, community concerns, or incidents encountered during data collection.
- Maintain regular communication with the team leader and project consultant.
- Participate in daily debriefing meetings during the data collection period to share progress, challenges, and learning.
- Collaborate with fellow enumerators to ensure coverage and consistency of data across locations.
- Submit completed tools and equipment (if any) used in the process.
- Contribute to data verification and validation processes as needed.
- Report any challenges, risks, or key observations from the field that could inform analysis or future project planning.
Deliverables
- Participation in the full enumerator training session.
- Successful completion of household surveys, KIIs, and FGDs as assigned.
- Accurate, complete, and verified data submissions per agreed daily targets.
- Final debriefing and submission of field notes or observations to the PSA team.
Required Qualifications and Skills
- Minimum of secondary school education; diploma or higher in social sciences, statistics, development studies, or related field is an asset.
- Prior experience in data collection, preferably in humanitarian, governance, peacebuilding, or climate-related research.
- Strong interpersonal and communication skills, with the ability to engage sensitively with diverse community members.
- Fluency in Somali (local dialects required); basic English for understanding instructions.
- Familiarity with the project areas (Galkayo, Towfiiq, Galdogob, XeraJaalle) is preferred.
- Ability to work independently with minimal supervision and meet tight deadlines.
- Experience with digital data collection tools (e.g., KoboToolbox, ODK) is an added advantage.
- Commitment to ethical data collection, confidentiality, and safeguarding standards.
Working Conditions
- Enumerators will work in field conditions and may travel to remote villages within the project target areas.
- PSA will provide transportation arrangements, field coordination support, and necessary materials (e.g., forms).
- Enumerators will be expected to work full days during the agreed contract period
Ethical Considerations
- Enumerators must respect the principles of informed consent, voluntary participation, confidentiality, and dignity of respondents.
- Any breach of ethical standards, harassment, or misrepresentation will result in immediate termination of contract and possible disciplinary action.
Reporting Line
Enumerators will report directly to the Lead Consultant or assigned Field Supervisor, and indirectly to the Project Manager at PSA.
Confidentiality and Conduct
All data collected remains the property of PSA and its partners. Enumerators must not discuss project data or share it with any unauthorized persons. Enumerators are also expected to conduct themselves with professionalism and respect at all times in the community.
